Regulations and rulemakings
As part of its role administering campaign finance law, the Commission issues regulations, which are published every year in Title 11 of the Code of Federal Regulations (CFR). Commission initiatives, Congressional action, judicial decisions, or petitions for rulemaking may necessitate that the Commission update or adopt new regulations. Consequently, the FEC undertakes rulemakings either to write new Commission regulations or revise existing regulations.

Current regulations are available on the Electronic Code of Federal Regulations, or eCFR, maintained by the National Archives. It is a continuously updated online version of the CFR.
Printed edition of 11 CFR
This is the annual printed edition of 11 CFR. Any new regulations published after the 2026 printed edition will be included in the 2027 printed edition. Printed copies are available from the U.S. Government Bookstore.

The Commission writes an E&J whenever it submits to Congress a new regulation or amends an old one. This archive compiles all E&Js written to accompany FEC regulations, from 1975 to present.
Public hearings
The Commission periodically holds public hearings at its headquarters in Washington, DC. These hearings offer interested persons an opportunity to testify concerning proposed regulations and other matters that come before the Commission.
