I had virt-manager locally working perfectly fine on both hosts (after it elevated itself to root), tried to ssh+qemu:// (as regular user, not root), `no polkit agent available to authenticate action`, ran `sudo usermod -aG libvirt ME` and it WORKED. IT WASN'T POLKIT GOD DAMN IT!
