Add a preference, checkuser-userinfocard-enable, that determines whether the UserInfo button is displayed next to account names.

@KColeman-WMF I've placed the preference for this under the "Appearance" tab in Special:Preferences, with this wording:

That seems fine to me, my only question is whether this should be deployed as a beta feature given that it's intended as an experiment? I am still unclear about how exactly we intend to deploy and test it?

I'd prefer to avoid BetaFeatures integration as it adds some more complexity (and prevents globally enabling). We can work out the deploy/testing in T386439: [Epic] UserInfoCard: Rollout and metrics monitoring.
