ICANN FellowICANN: 63, 65

Michael Casadevall is an American software developer and technical community participant. His ICANN-related work has focused on Universal Acceptance, Internationalized Domain Names (IDNs), DNS testing, and the technical implementation problems that affect multilingual use of the domain name system.

Casadevall was selected as an ICANN Fellow for ICANN 63 in Barcelona, where ICANN listed him as a technical participant from the United States.[1] He was later listed in the ICANN 65 Fellowship Program post-meeting report as a Fellow from the United States with Internet end user, security, and technical interests.[2]

His ICANN participation included work and discussion around Universal Acceptance and IDNs. At ICANN 65, during the At-Large Universal Acceptance kickoff session, Casadevall introduced himself as an ICANN Fellow involved with NARALO and the Universal Acceptance Steering Group (UASG). In that session, he emphasized that UA and internationalized email require coordinated software support across servers, applications, libraries, and open-source distributions, not only policy-level awareness.[3]

Casadevall also developed experimental tools connected to DNS and IDN testing. In a 2019 UASG mailing list discussion, he described work on "Root Zone in a Box", a project intended to simulate root-zone behavior for arbitrary strings, including IDNs, with DNSSEC support. He also described DNSCatcher, a DNS debugging tool designed to inspect resolver behavior and detect interference or modification in DNS resolution.[4]

Outside ICANN, Casadevall is known online as NCommander. His public technical work has included Linux and open-source development, historical computing projects, and technical writing. His GitHub profile identifies him as NCommander / Michael Casadevall and describes him as the creator of Mixer's FTL protocol, founder of SoylentNews, and a documentation-oriented technologist.[5]
