build(deps): update binding to 9.1.0 (#4533)

## Summary

Update the binding packages.

- Use Binding 9.1.0 and its required Primitives 9.0.0 dependency.

## Why

Pick up the XAML binding generator performance fix.

## Breaking changes

None.

## How this was verified

CI builds the packages and runs the existing test suite.

## Notes for the reviewer

Only package versions change.
