Part 06 of refactoring the ServiceBusHelper class #686. This is a fairly straight-forward 'move code to different class' to simplify the changes.
This part is moving NotificationHub 'management actions' - that is, actions for NotificationHubs that need the
Microsoft.Azure.NotificationHubs.NamespaceManagerto work.NotificationHub uses a different (dedicated) SDK, but it is still put in the same structure as the other types for the first-pass of this.
