Release publish fails on a duplicate flatpak artifact

flatpak-builder already uploads the bundle as an artifact, and the workflow uploaded the same file a second time as "flatpak". The publish job downloads every artifact and rejects unexpected files, so the second copy failed the 1.49.2 release. Remove the extra upload step and read the bundle from the action's artifact.
