Use the Microsoft AntiSSRF library to protect against server-side request forgery attacks for all HTTP requests made in PerfView.

This change does not apply AntiSSRF protection to TraceEvent. Users of TraceEvent will need to consume the library in their applications if they want this protection, as this is a policy decision.

TraceEvent symbol-probe failures now log the complete exception rather than only its message so network failures retain the details needed for diagnosis.
