Update QEMU functional test docs: master-only, non-blocking
Update wiki: drop ppc64el entirely, riscv64 builds-only ppc64el: removed from nightly builds table, cross-arch make targets table, QEMU functional test section. riscv64: removed from QEMU functional test coverage (tests dropped due to QEMU FDT overflow); Debian build entry remains in Install.md tables. Development.md: update QEMU package install command (remove ppc/misc), provisioning sequence (arm64 + armhf only), PROVISION_VERSION note (now per-arch), single-arch test example. Remove qemu-efi-riscv64 from riscv64 QEMU prerequisites riscv64 now uses U-Boot (u-boot-qemu) as firmware instead of the EFI firmware from qemu-efi-riscv64. The package only provides RISCV_VIRT_CODE.fd / RISCV_VIRT_VARS.fd (pflash, not -bios-compatible), so the old lookup always failed. u-boot-qemu is already a dependency for the armhf target and provides the correct binary for riscv64 as well.
