[CoreMotion] Update bindings up to Xcode 27.0 Beta 3 - #26119

Add the Xcode 27 CoreMotion API surface, including heading accuracy, device-motion body selection, and recorded device-motion samples. Correct the water-submersion delegate callbacks to be optional, add complete API documentation, and provide the protocol stub required by the binding generator. Remove the resolved xtro todo files and stale Cecil documentation baselines. Validate with make world, clean xtro and Cecil runs, and introspection across all four supported platforms.
