This PR updates the Azure DevOps pipeline’s extension publishing flow to use the dedicated 1ES publishing task (rather than publishing via a 1ES template templateContext.outputs “adoExtension” output), aligning with the stated goal of publishing without requiring a PAT.

According to the 1ES docs, the correct way to publish without a PAT is to use 1ES.PublishAzureDevOpsExtension@1. The 1ES template is currently trying to use a PAT.
