Four high-severity advisories (DoS + Security Feature Bypass) published against System.Security.Cryptography.Xml cause NU1903 to be promoted to a build error via TreatWarningsAsErrors=true, breaking all NuGet restores.

The net9/net10 SystemSecurityCryptographyServicingVersion property is shared with System.Security.Cryptography.Pkcs, so those are also patched for those TFMs. System.Security.Cryptography.Pkcs 8.0.1 (net8.0) has no known vulnerabilities and is unchanged.

For Xml 8.0.4 is the patched version. This should be reverted.
