Studious student Ume Mizunoe is recommended by his homeroom teacher Satomi Hiratsuka to join the student council in order to avoid repeating a year. Ume is aghast to learn that the student council consists of the demure but crass Arisu Terui, mischievous and effeminate Tan Otori, and closeted pervert Hisako Kotobuki. Ume begins his work in helping the student council, ranging from allotting the school clubs' budgets to inspecting for violations and confiscating prohibited goods, while becoming overwhelmed by their eccentricities. The student council later leads the school assembly, where Ume sees his colleagues serving their roles well. Hisako concludes the assembly by inexplicably sharing a video of rabbits mating on the laptop, forcing Ume to intervene by closing the laptop between Hisako's breasts to their embarrassment.
