Yes, you are correct i.e. runnable execution should be idempotent to be savior the corner cases you have highlighted.
Our async api or event listeners are idempotent so the solution has suited our use cases perfect.
BTW, we have observed down services being down & our kuberbetes pod being down AND the solution being savior for such scenarios in production.
We have not observed the scenario you have highlighted though it is indeed possible.
