Motivation
Français : Fichier officiel listant à priori la majorité des titres de presse papier français payant : Ce numéro permet en effet d'avoir le taux de TVA super-réduit.
De plus, cela permettrai de documenter les cas où la CPPAP a retiré l'agrément

- @Manu1400: because this database contains not only the title but also the publisher name, I would recommend using OpenRefine to match it to Wikidata. This will let you match on both the title and the publisher name via publisher (P123) − Pintoch (talk) 15:11, 10 October 2018 (UTC)
