    Sensitive with the issues of the climate change and the rebuilding of the economy of Cambodia, my devotion for Cambodia started during my last years of studies at Centre Lyonnais Universitaire de Banque et Bourse (CLUBB) from IAE Lyon School of Management of the University Jean Moulin Lyon III.

    Graduated with the Master Business of Administration (MBA) in Banking and Stock Exchange completed with the University Diploma in Communication Techniques in Wealth Management from CLUBB in 2005…

    Sensitive with the issues of the climate change and the rebuilding of the economy of Cambodia, my devotion for Cambodia started during my last years of studies at Centre Lyonnais Universitaire de Banque et Bourse (CLUBB) from IAE Lyon School of Management of the University Jean Moulin Lyon III.

    Graduated with the Master Business of Administration (MBA) in Banking and Stock Exchange completed with the University Diploma in Communication Techniques in Wealth Management from CLUBB in 2005 and graduated with the Master’s Degree IUP in Management Science from IAE Lyon in 2004, my aim is to valorize my Diplomas and my Business School in Cambodia by bringing my skills in Management Science, Economy to accompany Cambodia in Change Management.

    One of my achievements, thanks to the skill synergy of Khmer Community in Cambodia and overseas, with the support of King of Cambodia, Norodom Sihamoni, the UN Secretary General, Sir Ban Ki-Moon, French Republic President, M. François Hollande, US President, M. Barack Obama and the International Community, the 2015 Paris Climate Change Accords COP21 have been signed by 177 countries on 22th April 2016 in New York.

    Moreover, I have the honor to participate for the integration of Cambodia in ASEAN so as to allow Cambodia to benefit skill synergy from ASEAN countries so as to implement COP21.

    For that, I work with Khmer Civil Society, NGOs, the Government of Cambodia, French, European Union, American, Japanese, South Korean, Australian Diplomacies, and the International Community where I bring my expertise so as to give to the Government of Cambodia, a better visibility in Choice of Investments, for Economic, Judiciary, Social, Environmental, Constitutional and Tax Reforms in Cambodia.

    Thanks to Lean Six Sigma’s Methods, as the CEO Expert Consultant for the project CAMBODIA ASEAN COP21, I define myself as a Great Visionary, Innovator, Reformer and Modernizer of Cambodia.

    Cambodia is a country which experienced more than 60 years of war since 1946 but only recovered its political stability from the date of the signature of the Paris Peace Agreement on 23rd October 1991. The development of the Economy in Cambodia is growing, in rebuilding which could be compared with the wake up of Europe at the end of World War II (1939 - 1945). Every sectors of the economy in Cambodia have to be rebuilt but Cambodia lacks of knowledge, know-hows, skills. In reference to the…

    Cambodia is a country which experienced more than 60 years of war since 1946 but only recovered its political stability from the date of the signature of the Paris Peace Agreement on 23rd October 1991. The development of the Economy in Cambodia is growing, in rebuilding which could be compared with the wake up of Europe at the end of World War II (1939 - 1945). Every sectors of the economy in Cambodia have to be rebuilt but Cambodia lacks of knowledge, know-hows, skills. In reference to the recent interview of the Ministry of Education, Sir Hang Chuon Naron, Cambodia needs to invest in Human Capital and regarding to recent interview with the Ministry of Commerce, Sir Sun Chanthol, Cambodia needs qualified and better quality workforce.

    Alone, Cambodia could not rebuild itself after experiencing 60 years of wars, which is extremely long.

    Cambodia is a young population, the average age of the people is mostly under 30 years old, the country needs this youth to rebuild and to develop itself but the development of the country has been hindered because of poverty, low education in every level of the society.

    My Duty as a consultant will be to accompany Cambodia in the years to come in its rebuilding with the foundations of a healthy economy respecting the environment, Humans Rights and in reference to the famous quote of Jean Bodin "The Only Wealth is Man".

    Youth in Cambodia is precious resources for the Future of Cambodia.

    My Task as a consultant will be to bring all of my knowledge in Science of Management to accompany Cambodia for a long term in its development with COP21 and ASEAN based on the quality methods, Lean Six Sigmas Management.

    - the immediate end of all heavy goods vehicles traffic in agglomerations, cities and in the countrysides
    - the immediate prohibition for all auto dealerships in Cambodia to sell cars to private individuals or legal persons who did not attend training in the Highway Code attested by the issuing of driving permits
    - the creation of the Highway Code and the traffic law with European standards in road safety
    - the setting up of the road and traffic signs
    - the development of road lighting, road maintenance
    - the creation of driving schools
    - the creation of bicycle, motorcycles, pedestrian lanes
    - the creation of vehicle lanes with the separation with heavy goods lanes
    - innovation in the supply chain management : replacement of the use of heavy goods vehicles by the use of rail networks

    In the short term, we advocate for the nationalization of public transport with :
    - the creation of a public service of tuk tuk networks paid by the state of Cambodia supported by all private and public companies
    - the development and the renewal of stations and the democratization in price for tuk tuk sector
    - the creation of the urban, regional and national transit network map of public transport

    In the medium term, the development of bus, regional trains, tramway

    In the long term, the High-Speed Train in Cambodia

    On behalf of what principles, norms and values works the judicial system in Cambodia ?

    As the member of the United Nation since 14th December 1955 and as the signatory Member State of the Rome Statute on 23rd October 2000, deep reforms must come to innovate the outdated functioning of the judicial, repressive and executive system in Cambodia.

    Since the Cultural Revolution and the Great Leap Forward in Cambodia on 17th April 1975, the whole functioning of the Cambodian institutions…

    On behalf of what principles, norms and values works the judicial system in Cambodia ?

    As the member of the United Nation since 14th December 1955 and as the signatory Member State of the Rome Statute on 23rd October 2000, deep reforms must come to innovate the outdated functioning of the judicial, repressive and executive system in Cambodia.

    Since the Cultural Revolution and the Great Leap Forward in Cambodia on 17th April 1975, the whole functioning of the Cambodian institutions must be reformed. Access to justice is not affordable to the majority of the Cambodian People deprived economically and because of illiteracy, the lack of knowledge in law and of the functioning institutions.

    So as to avoid the overcrowding of the court system, due to emergency cases, Magistrates in Cambodia don't have the time nor the means to hear citizens and systematically delegate the power to judge, to condemn and to implement sentences to the repressive power.

    Miscarriages of justice are considerable, frequent and sentences are disproportionate.

    What is the legitimacy of the existence of the Extraordinary Chambers in the Courts of Cambodia (ECCC) created in 2006 if the current judiciary and repressive system in Cambodia is based on the Angkar period model of the 1975s - 1979's period ?

    Modern and innovative values must reform the functioning of the Cambodian institutions with :
    - the universal abolition of the death penalty, torture and Nazism
    - the separation of the legislative, executive, repressive and judiciary powers
    - the respect of the presumption of innocence
    - the strict application of the universal declaration of humans rights
    - the ban of the use of weapons of war and all forms of weapons against civilians
    - the ban of the repressive power to use any forms of physical or moral violence condemnations towards the civilians
    - the respect of freedom of expression
    - the training of the whole citizens and institutions to fundamental principles of humans rights

  • HONORING THE MEMORY OF KHMER CHILDREN IN CAMBODIA AND COCHINCHINA

    As the direct descendant of Khmer Parents from Kampuchea Krom Cochinchina who served the French Army during the Indochina War against Viêt Mihns from 1946 to 1954 and the American Army against Viêt Congs and Red Khmers from 1954 to 1975, last will of Khmer Children in Cambodia still remain in my Memory.

    "When the war will be over, I want to come home, in the paddy field to live happy and in peace with my Family, my Parents, my brothers and sisters, my friends."

    As the direct descendant of Khmer Parents from Kampuchea Krom Cochinchina who served the French Army during the Indochina War against Viêt Mihns from 1946 to 1954 and the American Army against Viêt Congs and Red Khmers from 1954 to 1975, last will of Khmer Children in Cambodia still remain in my Memory.

    "When the war will be over, I want to come home, in the paddy field to live happy and in peace with my Family, my Parents, my brothers and sisters, my friends."

    Last will of Sisowath, a 15 years old Khmer Child in Cambodia enrolled in the Pro American Republic Army of Marshall Lon Nol and Prince Sisowath Sirik Matak sent in the battlefields to fight against Communist Forces Viêt Congs and Red Khmers in 1975.

    60 years after the Indochina War on 1946, nothing has been done to honor the memory of Sacrificed Khmer Children used in the Army.

    Worse, their memory is totally disregarded.

    Cambodia does not recognize the Children's Rights : how many Khmer Children in Cambodia live in wastes, deprived of medical care, clean potable water, education, suffering of malnutrition, forcibly evicted from their lands, their homes by law enforcement officers ?

    I also saw children in Cambodia jailed, condemned by the law because they fished for feeding.

    Where there were lakes, like Boeung Kak Lake, where lives of people depend on fishing for food and water, big multinational companies came to fill these lakes with sand.

    All opposition forms of the people trying to defend natural resources in Cambodia is considering lawless.

    What is the value of the development in Cambodia with total disregard of core ethical and moral values, of Humans Rights, Rights of Women, Rights of Families, Children's Rights ?

    What is the value of the Memory of Khmer Children fallen in Cambodia Yesterday for Khmer Children of Today and Tomorrow ?

While Europe, the United States, Japan succeed in rebuilding and developing their economy, how can we explain Cambodia is only in the level of rebuilding its economy in the 21st century, in 2014 ?     - The prevention and the training of the civilians and companies in road safety,
    - The implementation of the traffic regulations,
    - The renewable energy development : solar energy, wind energy,
    - The very high speed internet development : optical fiber technology

    So as to fight against social and discriminations and exclusions in Cambodia,

    - The access to medical care must be a public, universal, neighborhood services,

After their Khmer Buddhist Wedding in Pursat, Cambodia in 1971, My Mother, Aline VONG and My Father, Marc VONG from Pursat, Cambodia, served Khmer Republic of Cambodia in the side of the US Marine Corps between 1970 and 1975. After several battlefields against the Communist Vietcong from North Vietnam ruled by Nguyen Ai Quock alias Hô Chi Mihn, Giap, Le Duc Tho, Pham Van Dong and against the Communist Khmer Rouge ruled by Norodom Sihanouk and Paule Monique Monineath Izzi Sihanouk, My Mother Aline VONG got the rank of Captain and My Father, Marc VONG became Lieutenant. Following the Paris Peace Accords on 27th January 1973 and the withdrawal of the US Armed Forces from Cambodia and South Vietnam, Phnom Pehn has been fallen on 17th April 1975 followed by the Fall of Saigon on 30th April 1975. Both of My Parents, Marc VONG and Aline VONG have been jailed, tortured and asked by the Vietcong and the Khmer Rouge whether they worked for the CIA for the United States. Both of My Parents Marc VONG and Aline VONG never told them the truth in spite of beeing tortured. Knowing what occured to their friends, to save My Eldest Sister brought by My Mother Aline VONG, they both decided to secretly escape Cambodia.
