Article 26, "The State (China) shall uphold and improve the system of regional ethnic autonomy and consolidate and develop socialist relations among ethnic groups characterized by equality, unity, mutual assistance and harmony. It shall uphold the principle of equality among all ethnic groups, strengthen exchanges, interactions and integration among ethnic groups, prevent and curb ethnic separatist activities and punish such activities in accordance with the law, safeguard national unity, ethnic unity and social harmony, and promote the common endeavor and common prosperity and development of all ethnic groups."

Chinese original text: "国家坚持和完善民族区域自治制度，巩固和发展平等团结互助和谐的社会主义民族关系。坚持各民族一律平等，加强民族交往、交流、交融，防范、制止和依法惩治民族分裂活动，维护国家统一、民族团结和社会和谐，实现各民族共同团结奋斗、共同繁荣发展。"

If this flag is explained to represent the historical period of China between 1912-1949, the limitation is weaker.
