PDF report generation is unavailable out of the box because the package pulls in no Java runtime. Per Tenable's General Requirements ("PDF Reports" section, https://docs.tenable.com/general-requirements/Content/PDF/TenableGeneralRequirements.pdf), the Nessus PDF export feature requires a current Oracle Java or OpenJDK.
A headless JRE is enough, since nessusd renders its reports without a graphical display and needs no X11 or desktop components:

Referencing the virtual java-runtime-headless instead would let any JRE satisfy it, including an LTS build such as jre25-openjdk-headless, if you'd rather not pin a specific major version.
Note for users installing it after the fact: Nessus detects Java at install time, so if the JRE is added once nessusd is already installed, the service needs to be restarted with systemctl restart nessusd for the runtime to be picked up. Should PDF export still fail afterwards, the Java path can be set explicitly with nessuscli fix --set path_to_java=/usr/bin/java, followed by another restart.
